Huge oil reserves have been discovered in the Chagos Islands. OPEC is pressuring the islands to join the cartel. Seeking the protection of the US, a secret meeting is arranged between a representative of the islands and the US in a CIA safehouse secluded in the mountains. The CIA has sent first-time inept agent Luke James.
